Eileen Frank: President, CPCU, ARe, Series 7 Eileen Frank has 30 years of insurance industry underwriting, brokerage and risk management experience. In 2000, she founded J.P. West Inc., a full service brokerage and risk management firm, specializing in municipal, real estate, construction and environmental risks. She has extensive experience with complex alternative risk programs and pricing structures, including retrospective rating, captives, self-insured retention, wrap-ups, risk purchasing groups, risk retention groups and associations. Concurrent to her role as corporate executive, Ms. Frank served as an adjunct professor at the College of Insurance and Yeshiva University, where she taught Property-Casualty Contracts, Theories of Liability and P&C business practices to undergraduate students, underwriters, and producers. She also served as an adjunct professor at the Howard University School of Business and Insurance. She is the first woman to serve as chair of the Conference of Special Risk Underwriters (CSRU), a distinguished insurance organization in existence for over 90 years. She was the first woman to head the National Insurance Industry Association (NIIA). She served as First Vice President of APIW, an association of professional insurance women. Ms. Frank recently served on the board of the Independent Insurance Agents and Brokers of New York (IIABNY). She is currently a commissioner of the New York State Insurance Fund. She is a graduate of Dillard University in New Orleans, Louisiana. She holds several financial service designations: CPCU (Certified Property Casualty Underwriter), ARe (Associate in Reinsurance), NASD Series 7 and 63. Ms. Frank is a New York resident Property-Casualty, Surplus Lines and Life/Health broker/agent. Joan A. Frank: Vice President, Account Executive, Director of Technology Joan Frank began her career in the insurance industry with AIG, automating reinsurance and recovery tracking systems. She led her team to breakthrough solutions to long term obstacles. In her second year at AIG, she was recruited to join the corporate technology team and reported directly to the Vice President, responsible for hardware and support service for AIG worldwide. She left AIG to complete her studies in Electrical Engineering at the University of New Orleans. She subsequently completed a program in Electronics Engineering Technology at Devry University. Ms. Frank was immediately recruited by the Xerox Corporation to serve as client service technologist. She left Xerox to take a more challenging position with Ericsson Network System, one of the world’s leading corporations in telephone and wireless technology. Ms. Frank left the industry for several years to raise a family and returned as an owner and officer of Sartin Construction. At Sartin, she was responsible for all accounting, purchasing, and estimating. She also served as project manager and site supervisor. Ms. Frank has provided technology and operations support services to J.P. West, Inc. from its inception in 2000. She joined the staff on a full time basis in spring 2007 to create the J.P. West, Inc. Automated Service Center. The center is designed to provide quotes and service for personal lines and automated commercial lines policies and to provide full service for designated renewal accounts. Ms. Frank is a candidate for CPCU and holds brokers/agents licenses in Texas, Tennessee, and Louisiana. Allison L. Wright: Director, Marketing and Risk Management Ms. Wright has over 20 years of experience in Property Casualty Risk Management, Brokerage, Underwriting, and Consultancy. Allison began her career in claims and progressively moved into underwriting and brokerage. She has extensive experience in construction risk management via her role as Risk Manager for the NYC Department of Design and Construction (DOC) where she developed, implemented, and maintained a risk management program for contractors engaged by the City of New York. In her role as Risk Manager for DOC, Allison was personally involved in the disposition of the 911 debris removal projects working with the Office of Emergency Management (OEM) and the Mayor’s Office. Allison also served as an adjunct professor of the College of Insurance. Allison Wright has extensive experience in designing and managing complex insurance pricing and coverage programs for large risks. She specializes in serving construction, municipal, real estate, print publication, retail, and financial services risks. Allison Wright holds a Bachelor in Business Administration from Howard University with a major in Insurance. Ms. Wright received a Master of Business Administration from St. John’s University with a major in Marketing. Ms. Wright is a licensed New York State Property and Casualty broker, and holds a Certificate in General Insurance. She is a former adjunct professor of the College of Insurance. Debra Maffei: Manager, Risk Services and Administration Debra Maffei brings over 20 years of insurance company experience to J.P. West. Deb is responsible for administrative services and the coordination of external loss control, property valuation, and claims field services. Ms. Maffei’s experience in administration, claims, and loss control management allows J.P. West to deliver superior general, loss control, and claims administration support to clients. Debra monitors claim frequency and large loss reporting for designated clients. She works directly with clients and adjusters to assure timeliness and accuracy in claims reporting. She maintains long standing relationships with claims and loss control experts at every level to ensure quality customer service. Her responsibilities include creating and maintaining vendor quality controls unique to the client’s needs. She assists clients in monitoring compliance with claims and loss control recommendations. Debra analyzes claims to identify trends and opportunities to initiate loss reduction initiatives. She designs and publishes management reports to assist clients in more efficiently evaluating their risk management practices. She has trained and supervised client claims administration staff and trained representatives from TPA’s and other claims administrators used by clients in order to upgrade loss data quality. Debra has years of experience in coordination and administration of client loss control programs. Debra also manages J.P. West Property Valuation projects for large real estate and municipal clients. She is responsible for field service coordination, data quality control and publication of portfolio valuation reports based on Marshal Swift Beochk online products. Paul West: Director, Business Development, J.P. West Central Region Paul West is a licensed Property, Casualty, Life & Health Agent of J.P. West, Inc. Mr. West is responsible for new business development and client relations for the entire Southern Region. He is supposed by a growing team of young producers locally and the full J.P. West, Inc. national network and infrastructure. Prior to joining J.P. West, Paul West served as the Secretary/Treasurer of KSJ Development Company. He also serves as a Commissioner of The New Orleans Redevelopment Authority (NORA), holding the office of Chairman. NORA is a public benefit community improvement agency, designated to assist the City of New Orleans in the elimination of urban blight and the development of decent, safe, and sanitary housing for low to moderate income families. Mr. West has years of experience as a consultant, specializing in International Banking. He has implemented marine transportation programs and provided logistical services for clients in the Caribbean, West Africa, the Middle East, and Southern Asia. West honed his banking and management skills in New York and London. In his capacity as an area officer of the International Division, Paul cultivated relationships with business owners and ministers of state in nations throughout Africa, the Middle East, and Southern Asia. Upon returning to the US, Paul took over management of the bank’s Treasury Operations. From November of 1989 to October 1991, Mr. West was the manager of Treasury Operations in New York. Mr. West graduated Summa Cum Laude from Jesuit High School of New Orleans and is a 1984 graduate of the University of New Orleans, from which he holds a Bachelor of Science degree in Business Management. Mr. West’s postgraduate studies include various international management development programs at Pace University’s Lubin School of Business in New York.
